Extraterritorial treaty.
I have thought it right to give representatives here of the principal British firms in strict confidence outline of present Chinese attitude i.e. that they desire the termination of all unilateral rights existing under old treaties though this need not imply restriction of present British trade or other activities.
Local manager of Butterfield and Swire's has suggested that it would be useful if you could keep firm in London informed of any future developments.
